Regulations
- Products may be subject to one or a combination of mandatory approval systems.
- Products must be marked with the GOST-R Mark after getting GOST-R certificate.
- Testing must be performed by accredited test laboratories and certification may only be obtained from accredited CBs.
- Compliance with national GOST standards.
- EMC compliance is required for the above, where applicable.
Guidelines
- A local representative is required for DoC and GOST-R Certification may be obtained for serial production or single delivery, where applicable.

For certain products, the Sanitary-Epidemiological Conclusion Certificate is required as a pre-requisite for GOST-R approval to confirm compliance with hygienic standards.

Energy Efficiency

Regulations
On 15 April 2017, Russian Federation Government approved Resolution No. 450 to amend Resolution No. 1222/2009 on Energy Efficiency Labelling and Technical Documentation.
Guidelines
- The energy efficiency rating is based on the manufacturer’s proof or any third party test results.
- The energy efficiency grade ranges from A to G, with A being the most energy efficient and G the least efficient.
- Energy efficiency grades A+, A++ and A+++ are also required to describe the goods with the highest energy efficiency level which is higher than class "A".

Medical Devices
Regulatory agency
Federal Service on Surveillance in Healthcare (Roszdravnadzor)*
*All registration certificates with unlimited validity and were issued before 31 December 2012 must be re-issued. The previous deadline for re-issuing of the existing registration certificates with unlimited validity has been cancelled by Roszdravnadzor and extended to January 2021.
Regulations
- Approval of medical devices is mandatory in the Russian Federation. Manufacturers or distributors must obtain registration for their medical devices before they can place them on the Russian market.
- In the first and most important step, medical devices are registered by Roszdravnadzor. In this step, the devices generally undergo technical testing for safety and biocompatibility, and also clinical testing in accredited Russian hospitals.
- In the second step, a Declaration of Conformity issued by an accredited certification body must be obtained for the medical device. This declaration can only be issued in the name of a distributor located in the Russian Federation.
- Products must be marked with the GOST-R Mark.
Guidelines
- A local representative is usually required.
- Devices must be tested to Russian standards regardless of whether the product has already achieved US 510(K), EU CE Marking or other national approvals
- A registration certificate will be issued upon submission of a satisfactory registration dossier.
- Device classification is similar to that applied in Europe.

Telecom & Wireless

Federal Agency of Communications (FAC)
Regulations
- Products may be subject to one or a combination of mandatory certification systems.
- FAC approval is required for most telecom and wireless equipment.
- CoC is required for equipment if it is in the public communication network or in technology networks (LAN) appended to a public communication network or in networks of special-purpose (government) appended to a public communication network.
- For equipment not listed for CoC scope certification, a DoC is required. FSS notification is required for all equipment which has encryption.
- A RFC conclusion and import license is required for the equipment which has radio technologies.
- EMC compliance is required for the above, where applicable
Guidelines
- A local representative is required for DoC.
EVALUATION PROCEDURES MAY INCLUDE
- Documentary audit.
- Sample testing in accredited laboratories.
- Evaluation and approval.
- An additional RF import permit (RFC) must be obtained from the GKRCH or Ministry of Trade and Industry (MINPROMTORG), depending on the product.
- Encryption notifications (FSS) should also be declared to Federal State Security Service (FSB) before import of RF products.
